Execution Plan of Rivers Water Pollution Remediation and Total Maximum Daily Load Strategy in Northern Taiwan, 2016.

Absrtact
The purpose of the project is to improve the effectiveness of working regulation for TMDL, so one of the scope of work is to review the list of TMDL, to develop the performance measurement method for TMDL in local government, to develop river pollutant quantity analysis process, to apply feasibility analysis for applying municipal separate sewer system (MS4) in TMDL process and best practice study/coach, and to apply and coach TMDL process to 12cities and counties in northern Taiwan. Another scope of is to evaluate the performance of water quality improvement in 9 critical river sections in northern Taiwan (by analyzing the pollutant source, applying water quality sampling, and issuing the improvement plan to critical river sections including Tamsui River, Nankan River and Lao-Jie River), to review the water quality improvement strategy (by holding 5 review meeting for rover and reservoirs in offshore island) ,and to encourage local governments to apply self-management for water quality improvement (by reviewing the performance of water quality improvement, investigating the margin amount of waste water treatment, and 12 times of onsite treatment supervising to urge local government maintain water treatment facility) For assisting EPA in monitoring its performance in environmental protection, this project collects the result of water quality remediation in 12 cities and counties and the performance of wetlands, and for public disclosure and attention, the water pollution remediation related website updated periodically and site visits activity are also in the scope of work in the project.
